Yes to both.

Do I need a dinner reservation on Saturdayat 4pm?

No but they do get busy quickly on weekends

Yes! Only on the porch.

I take my kids every time

Yes, they are open for dining, carry out and curb side delivery. No bar sitting yet.

Can you cape outdoors on porch?

No

Do you have an elevator for handicapped customers?

No, but there is a seating area outside that's accessable.

Is The Willard restaurant Handicap accessible?

I dont believe so
